Well no, I don't think I agree with that statement. we end up back at the old document versus Record. 
All records are documents but not all documents are records. 
In the absence of records courts will look to the next best evidence. 
The burden is to be able to produce the record as it existed. 
In order to do this context content and structure need to be maintained. 
the E-Sign Act put it as logically associate. 

Data does have relevance
Who created it,
How was it acquired,
How was it maintained,
who had access to it,
can it be altered undetectably
Who can do this
the list goes on and on

Where we are is that some databases are records, 
It is up to the Records Manager to determine when
Mining information is a broad subject
One of the most problematic is Data Warehouses
IT likes a short ROI 
IF you you are not careful in documenting sources, what information is captured,
how it is kept, wand when it is disposed of you can 
run into spoliation.
The willful destruction of information/records in response to or in 
anticipation of litigation etc.
