I find that records that aren't evidence of events, activities, decisions
etc., i.e. those records that are merely declarative, are handled well by
staff, and I don't need to pull teeth to get people to describe them or
handle them carefully. Maybe because most of those records are important
records, such as licences, certifications etc. that are in the hands of more
diligent professionals to begin with.
