My organization has recently developed a big bucket system for email and other electronic records.  We moved most event-driven records series into a bucket which matched their retention after the event:  ex:  active + 6 years = 6 years.  However, within those buckets records which had not yet reached the event which would start the retention clock are active records, records which have are inactive.  Only inactive records which have reached the full 6 years are eligible for destruction.
