But the real question is.... is the report a record that is actually scheduled?  

It's an ad-hoc compendium of data/information generated from other sources, most of which likely have schedules of their own.  And that data/information is probably owned by the business unit/s responsible for generating it.  

So unless the "report" is identified in the RRS as an official record, and it's description indicates it unique and must be generated on some regular interval and retained, it may not 'belong' to anyone.
