Hi Amanda

Office 365 (O365) Groups are central to this.

If your organisation has restricted the creation of O365 Groups this will
prevent the proliferation of both Teams and Group-based SharePoint sites.
If not, every single Team that users create (in Microsoft Teams) will
create an O365 Group and a SharePoint site and information/records will be
much harder to manage. There are views either way here - we have controls
but we know other organisations don't.

To re-summarise your points, when you create a Team in MS Teams it:

   - Creates the Team in MS Teams. Chats in the Team are saved to the Group
Outlook. (Note - The 'Microsoft Teams Chat Files' stored documents you have
used in one-to-one chats, as opposed to documents in Teams-based
conversations, which are linked to the Team's SharePoint site)
   - Creates an Office 365 Group that appears in Outlook and allows
Yammer-like conversations between the Group members in Outlook
   - Creates a SharePoint site for the O365 Group (that can then be
   displayed in Teams)

All of the above is covered by retention policies that are set as label
policies in the Security and Compliance admin portal under
'Classifications', and using Data governance > Retention in the same
portal.

The article link below describes where these policies are applied (includes
Teams channel message and Teams chats):
