I don't have personal experience with avg. billable hours for NY law firm paralegals.  However, Esquire Group

reports on paralegals in general on page 20 of its 2007 Staffing Report:
   While most paralegals time is billed, the majority of them do not have a
   minimum billable requirement, however. 60% of the paralegals survey reported
   they do NOT operate under a minimum billable hours requirement. For the 40%
   who do, the average billable requirement is 1479. This is consistent with the
   findings of Legal Assistant Today, which reported that the largest group of
   paralegals had a minimum requirement of somewhere between 1401–1600
   hours.

Law student group
