Whitehall’s digital revolution has resulted in a loss of the government’s collective institutional memory because civil servants have no way of finding old records that used to be kept on paper, senior officials say. In an indictment of the government’s long-term IT strategy officials have admitted that poor record-keeping and inaccessible data storage have led to the loss of vital information and the making of unnecessary mistakes. One said there was “barely any institutional memory in government” with civil servants repeating work done by their predecessors because they had no record of it.
