I had the same assignment when I was a grad student. At the time, I was 
working for a university affiliated civil engineering research group. I 
used the research group (though never gave out their name) as my model. 
Basically, I'd call up vendors saying I worked for a civil engineering 
firm with x amount of boxes records and x amount of expected annual 
growth. From here I hooked the vendor into providing negotiable fee 
schedules for storage, access and destruction. I was even able to get a 
better  pricing schedule that what the engineering firm had at the time, 
though I'm not sure if they opted to switch vendors.
