Hi Tim, 

There would certainly be copyright issues. Not sure what you had in mind for
the RMS, but unless it's explicitly labled as public domain, or Creative
Commons or some other freer-use type of licensing, you'd need permission.
The only exception I can think of might be public broadcasting, e.g.
community-access TV and PBS, and even then I think you need permission. 

As always, IANAL (I am not a lawyer) - so you should probably ask one that
specializes in copyright and fair use law.
