They need not be mutually exclusive, but the metadata fields also need not
be based on retention concerns. A small portion of the metadata might be
linked to a retention schedule, but the remainder could and often does have
little to do with records management per se and much more to do with the
day-to-day operational needs for the information.
By the way, the nice thing about computers is that with full-text indexing,
metadata, or both, that "deep bucket-searching" is done by a computer at
millions of searches per second, not by human hands and wetware at seconds
(to millions of seconds?!) per search.
