I saw that and had seen the East German thing before which I believe was for
strip shredding. Supposedly one company can put together confetti shred by
using microscopic examination of the tears caused by the shredding process.
It's very slow - I seem to recall c. 1 page/hour - and the likelihood of
anyone actually having access to such technology is pretty remote. 

I think you're right that for the overwhelming majority of documents that
should still be a fine means of destruction; if someone has stuff more
sensitive than that there's always pulping or incineration.
