Off the top of my head and in no particular order:
- Both are standards of sorts; TIFF6 and its ancillary standards have been
in place for more than 20 years, while ISO 32000 (PDF) is newer but no less
germane.
- PDF is for all intents & purposes web-native in that every browser has
free plugins, while TIFF viewers are still few & far between
- PDF supports pagination, TIFF doesn't
- PDF supports a text layer and searchability, standard TIFFs don't (though
some systems do support OCR and searching the relevant OCR layer for a
given TIFF)
