Sorry, I disagree.  First, the record creator is most often not the owner or responsible for retention.  Consider the example of a project file.  Nearly all of the materials associated with a project are  created by someone other than the project manager, but management of the materials, determining what must be retained, and when the retention clock starts, is the responsibility of the project manager.  Designating Project Management as the Office of Record, both notifies employees that any materials relevant to the project should be included in the project file and they have no responsibility to retain the materials once the files have been made part of the file.  The same holds true for BOD records, only a small portion of the materials associated with a BOD Meeting are actually prepared by the Office of Record.  Most are created elsewhere and provided to the Office of Record for distribution.  Others may be provided to BOD members outside the formal process.  

Second, the Records Retention Schedule is company policy.  It is one of the many policies related to records management within the organization.  It makes no sense to have to go to multiple resources to determine appropriate retention.

Finally, we use a commercial software program development and management of our record retention schedules.  Included in the package is the ability to designate an "Office of Record." It also enables  assignment of "Unofficial" retention timeframes for materials maintained outside of the designated office.  From an accessibility and practical perspective it would seem to be counter-intuitive to publish information elsewhere.
