Perhaps in your world, not in mine. I started my retention activities with construction records, the amount of cabinet space was immaterial. In my experience, the period you are describing is the period for which the records were considered active, not the retention timeframe.
I rarely have anyone question what the CY + 3 YRS timeframe means.
