Generally agree with this thread - like many of you I have been preaching
"email isn't a record, but emails can be records" for a long time. And as a
former open records activist I seethe every time I hear of use of private
email to get around public/open records requirements regardless of billet
or party.

However, to Judy's last point, part of the issue here is that IT can block
e.g. Gmail only so long as the network/devices are under the control of the
organization. Many of the perps in question get around this with ease
because they are using their own devices and 3G/4G access, which is not
something IT can do anything at all about.

Ultimately this is a culture thing, not a technology thing. All of IT's
efforts can make it slightly more challenging but not significantly
so...even when the agency in question doesn't allow its head to set up a
private server.
