Another suggestion would be IGS (John Isaza) tool which is VIRGO http://www.infogovsolutions.com/ that is also in the market place.

When I worked in the insurance industry just about 18 months ago there were a few approaches to this over my tenure.  A subscription to ICH, outside council research and internal council research.  I have a few clients that use Fontis by Iron Mountain and like it and also know of companies that are very happy with ICH.  My suggestion would be detail your requirements of what you are looking for from a tool or vendor with an eye on your internal business processes.  Send out RFI's and have them pitch to you.  Be mindful of how often you want to receive updates and how your business process can handle the rate of those updates.
