We also have it a part of our policy-no binders allowed.  They simply
just do not store well.  The contents are taken out by the departmental
records contact and put in a file folder before sent to us for storage.

Barb is correct - just make it a requirement of the program. NO 3 ring
binders will be accepted at the records center.  Another reason to use
can
be that they create a recycling problem and/or additional expense at
destruction time.
