Phil,
I am currently in the process of setting up a Records Retention Steering Committee in my current position.  In my prior life in the computer industry we had a Records Retention Review Committee that was comprised of leaders from Legal, Finance, HR, IT, Internal Audit, Manufacturing/Quality (ISO), and Engineering.  

Yes, we had a charter and it stated that the RRRC was responsible for reviewing and approving the retention schedule and records mgmt standards on behalf of the company.

This committee did not review or approve destruction.  This was left at the cost center manager level.

I chaired the group and set the agenda as the Global Records Manager.  When we initially set up the retention schedule and records management program we met quarterly and then as the program stabilized we met less frequently, once or twice a year.  Although I sent updates to them via email between meetings.
